Dr. William L. Rubin spent forty-three years in defense research and development at Sperry Gyroscope Company and its successor Unisys Corporation before retiring in 1991, after which he established his own consulting company.  His last position was corporate vice‐president for research and technology at both companies.

His professional achievements have been recognized by membership in the scientific research honor society Sigma Xi and the electrical engineering honor society Eta Kappa Nu. He was elevated to Fellow grade of the Institute of Electrical and Electronic Engineers (IEEE) in 1960.

Dr. Rubin has been awarded more than a dozen fundamental patents in radar systems, radar signal processing, and atmospheric turbulence detection.* He has authored and co-authored more than two dozen technical publications and a widely used text on radar detection theory.
